Biographical Summary
A native of Williamsburg, Virginia, White received his PhD from Pennsylvania State University, MBA from Purdue University, and BA from Old Dominion College. He was a Research Fellow at Harvard University where he taught a public policy seminar within Harvard’s Institute of Politics. White is a Pulitzer-nominated political biographer and author of Kingfish: The Reign of Huey P. Long; Roosevelt the Reformer: Theodore Roosevelt as Civil Service Commissioner, 1889-1895; and Will Rogers: A Political Life. White has published dozens of scholarly articles in prominent journals. He was elected to Pi Sigma Alpha (Political Science), Pi Alpha Alpha (Public Administration), and Pi Gamma Mu (Social Sciences) honorary societies. Since arriving at LSU in 1998, he has taught courses in ethics, public administration theory, human resources management, and state and local government administration. He was awarded the BASF Professor of Excellence in 2013 and the College of Business Excellence in Teaching Award in 2001. Prior to his academic career, White was a senior officer in the U.S. Coast Guard. He served ten years at sea, including voyages to both the Antarctic and Arctic Oceans, and commanded an icebreaker, as well as a large cutter performing drug interdiction operations in South American waters. He served in the White House, performing policy analysis, public and congressional relations, as well as the U.S. State Department as the maritime law enforcement officer, coordinating the seizure of 148 foreign-flagged vessels for violation of U.S. narcotics, fishery, immigration and criminal laws. He was a member of numerous delegations negotiating narcotics treaties with Mexico, Haiti, Colombia, Peru, and Panama, and a delegate to Moscow settling the boundary dispute between Siberia and Alaska. He also served at the Central Intelligence Agency. In his final assignment in the Coast Guard, White directed the enforcement of narcotics, immigration, fisheries, and environmental laws on the Atlantic Ocean. He managed the enforcement of UN maritime sanctions against Iraq; UN maritime embargo of Yugoslavia; enforcement of the bilateral agreement with Haiti to prohibit illegal migration; Coast Guard international activities in Panama, Bolivia, Colombia, Peru, Rumania, Bulgaria, United Arab Emirates, and Bahrain, and commanded the International Ice Patrol. White retired from the Coast Guard at the rank of captain (O-6).
